User protection measures under article 13 of the payment services act

  3. Safeguarding of user funds
    • Purpose of article 14, paragraph 1 of the payment services act:
      • To protect holders of prepaid payment instruments, the issuer is required by law to safeguard assets by depositing with the Legal Affairs Bureau or equivalent institution an amount equal to or exceeding 50% of the unused balance as of March 31 and September 30 each year.
    • Rights under article 31, paragraph 1 of the payment services act:
      • In the event of insolvency, holders of prepaid payment instruments are entitled to preferential repayment from the safeguarded funds deposited in advance, in accordance with the provisions of the act.
    • Kora Co., Ltd. complies with these regulations by depositing security reserves as stipulated in article 14, paragraph 1 of the payment services act.

  5. *Unauthorized transaction: A transaction conducted by a person without legal authority and against the will of the certificate holder.*
